Question: How to unblock twitter on your mobile phone?

I have t- mobile and when i try to verify my phone it says someone already uses my number. so i have to reset the phone links, and when i do my phone sends me a text saying message blocking is active. so i was wondering if anyone knew how to unblock the texts?
